MORAY MSP WELCOMES UPDATE FROM COUNCIL ON SPEED SURVEYS AT ROSEISLE

The Moray Council has provided an update to Richard Lochhead MSP following the speed surveys carried out at Roseisle, which he called for after constituents raised concerns about the speed of traffic in the area. 

Moray’s SNP MSP has received the response below from the Council’s Head of Environmental and Commercial Services, Nicola Moss:

“A speed survey was undertaken on the B9013, to the south of the crossroads, between 19 and 25 May 2023 the results of which show the average speed of traffic travelling north towards Burghead was recorded at 36mph with the 85th %ile recorded at 51.1mph. Traffic traveling south towards Easterton/Newton averaged 33.4mph with an 85th %ile of 45.1 mph. The vehicle speeds do not raise any obvious concerns at this location as they are not excessive and the average speed of vehicles is well below the speed limit of 50mph. This would also suggest that vehicles turning off the B9013 and travelling initially through the 30mph would not be travelling at excessive speed.

“However, the survey undertaken between 4 and 19 May on the C25E West which was just within the 30mph speed limit, (where the new properties are being constructed) showed that vehicles travelling towards the Roseisle Maltings averaged 37.9mph with an 85th %ile of 46.1mph. Vehicles travelling into Roseisle from the Maltings averaged a speed of 35.7mph and 85th %ile of 44.7mph.  This indicates that drivers approaching the settlement are not slowing down until they are further into the settlement. We will share this information with Police Scotland and they may choose to undertake some of their own speed monitoring and enforcement activities on this stretch of road.

“Whilst the signage on the western approach to Roseisle is compliant with the Traffic Signs Regulations and General Directions, we will undertake a further review to see whether, subject to compliance with regulations, any enhancements to the signage would be justified. Any changes would be subject to the availability of budget for new signs and road markings.”

Mr Lochhead had raised concerns about road safety – including speeding and about signage – with the Council’s Chief Executive after a surgery in the village where a number of residents met him to discuss the issue.

Commenting on the Council’s latest update, Richard Lochhead MSP said:

“I’m pleased Moray Council carried out these speed surveys in response to local concerns and I welcome the update outlining the results.

“It’s clear the Council’s survey identifies an issue with traffic speeding into the village from the maltings end and I welcome the commitment to share this information with Police Scotland so they can carry out enforcement activities on this stretch of road. I’ll be contacting the Chief Inspector locally to seek assurances that they will carry out some activity in this area in order to ensure people driving into Roseisle are doing so at a safe and legal speed.

“Concerns were also raised with me by residents about signage and although the Council tell me the current signage is compliant with current regulations, I am glad to hear that a further review will be carried out to see whether there’s a case for enhancements.

“I’ve shared the latest update from the Council with residents and I will listen carefully to their feedback on these issues.”
